Microsoft Corp. Chairman Bill Gates said that the U.S. higher education system is the envy of the world but primary and secondary schools are failing to adequately prepare students for college.

   In an interview with The Associated Press, Bill Gates said the experience of being a parent of

three kids---aged 10, 7 and 4---has led him to spend more time thinking about schools. Specifically, he said the U.S. education system needs higher standards, clear responsibility, flexible personnel practices and creation.

Gates, whose children are in private schools, said every state should require students to take three or four years of math and science to graduate from high school---25 states currently have such requirements. He wants states to have the power to improve low-performing schools.

"Real responsibility means more than having goals; it also means having clear consequences for not meeting the goals."

   Gates said schools should also be able to pay the best teachers better and offer incentives to attract people with rare abilities

   "It's astonishing to me to have a system that doesn't allow us to pay more for someone with outstanding abilities, that doesn't allow us to pay more to reward strong performance," he said. "That is like saying teacher talent and performance don't matter and that's basically saying students don't matter."

 He also spoke of some creative school programs---particularly charter schools run by private companies---that should be a model for creation in the nation's schools.

   Gates will start working full-time in mid-2008 at the Bill & Melinda Gates Foundation, which seeks cures for the world's diseases and to improve American education.

It was a beautiful Sunday morning, and Maggie and I were returning from our walk through the woods. We were only a couple of blocks from home when I spotted a cellphone and a credit card sitting on the road. We took them home. We always find amazing things on the street and she looks upon them as a movable feast-a chicken wing here or a barbecue rib there.

I found another cellphone a few years back, too, and called a number in its phone book. I explained the situation to the guy who answered. He said it was his sister’s and that he’d come to pick it up, which he did.

   Those who plan to film a hostage(人质)scene might want to make it obvious to everyone

around them that it’s a simulation and not the real deal.

That may be the lesson that an independent film crew learned in Larimer County, Colo, after policemen rushed to them during a shoot for a movie.

Members of the crew were at a campground near Lake Carter, shooting a scene where the lead actor takes a girl hostage and beats up on a good man who tries to come between so as to help the girl.

“It happened very suddenly after that. We heard, ‘Freeze! Police!’” said Director Eileen Agosta. They were in the middle of the scene when some policemen ran over, shouting orders to get on the ground, pointing rifles(步枪)at the crew, actor Chris Borden said. Members of the crew were cuffed(上手铐)and held on the ground until the situation was sorted out.

Borden said he believes the only reason the police didn’t shoot him was because they saw a cameraman.

Maj. Justin Smith, a police officer, said they received a call from someone at the lake and then raced to the park, blocking roads and came quietly up to the scene.

“The police didn’t rush into the situation and make a potentially bad situation worse,” said Cpl. Scott Shellhaas, spokesman of the county.

   “It was complete ignorance on my part,” said Agosta. “I honestly thought you could tell what we were doing… I wouldn’t have chosen a state park at 3:30(p.m.) on Saturday if I was going to hurt somebody.”

   Authorities said the scene they saw was realistic enough--- a woman handcuffed to a car, a man beating another man with a pistol(手枪), people injured and bloodied and someone with a small video camera filming the event.

   “It is certainly not beyond belief there days that individuals do videotape crimes as they commit them,” said Smith. “Having a video camera there did not necessarily mean there was not a crime. They should have informed us about the filming and the fact that they would be using a false handgun during the shoot.”

While drunken driving may be on the decline, traffic safety experts remain puzzled over how to deal with another alcohol related danger: drunken pedestrians(行人).

Pedestrians struck and killed by cars often are extremely drunk. In fact, they are intoxicated(喝醉的,极其兴奋的) more frequently-and with higher blood alcohol levels-than drunken drivers who are killed in accidents, various studies have shown. Forty percent of adult pedestrians involved in fatal crashes have a blood alcohol level of at least 0.10-which by law in most states signifies intoxication-compared to only 25 percent of drivers in deadly accidents, according to recent federal data.

Some types of pedestrian accidents have been declining nationally, especially those involving children, but the number of adult pedestrians who are drunk when killed in traffic has remained relatively steady at 2500 a year. The total number of pedestrians killed annually in U.S. traffic

accidents is at least 7000, or one of every seven highway accidents resulting in death.

“We’re dealing here, we think, with a very severe drinking problem that leads to a severe highway safety problem,” said Richard Blomberg, president of Dunlap and Associates Inc, in Norwalk, Coon.

Blomberg, whose consulting company found a very high rate of alcohol involvement in a controlled study of pedestrian accidents in New Orleans, was among several researchers who spoke on the topic at the annual meeting of the Research council’s Transportation Research Board(TRB)  in Washington in January.

Pedestrian accidents have not received enough attention in the past, according to Kay Colpitts, who chairs the board’s committee on pedestrians. Few methods exist to monitor walking habits, she said, and researchers have been mystified(迷惑) about how to prevent disasters.
